ETA Public Declaration, September 18, 1998
- The formation of Basque Country is the work of the citizens, until the present this work was clearly led and without peer by the Patriotic Left.
- The ETA hurls a call to the political parties, the unions, the cultural associations, and the Basque citizens in general, so that they take the necessary steps and complete the designated journey so that this phase leads to sovereignty.
- The most important [factor] not covered will concern that which will be necessary to accomplish going beyond the actual administrative division of the states, according to which, from today it is necessary to create a unique structural institution and sovereign which includes Alava, Biskaye, Guipuzkoa, Labourd, Navarre and Soule.
- If in order to achieve self determination, the different political and social agents for the entire initiative who go past the actual institutional division of the states, ETA waves this initiative and engages in reinforcing and defending the divide. ETA demands the same engagement and effort to those whom up to the present remained in the discrepancy of this work or who have shown themselves there stubborn.
- The favorable forces to the construction and respect of the democratic rights of Basque Country should create and reach agreement concerning the basic needs.
- The project of Basque Country also fully opposes Spain more than France.
- Taking in scope the situation of Basque Country, the possibilities and desire to head towards sovereignty, the ETA is deciding to put to an indefinite end armed actions. It will devote itself entirely to the maintenance of its structures, its supplies, and the possibility of defending itself from potential confrontations.
- The all being objective of that was respecting the existence of Basque Country, its rights and decisions taken freely, the objective of the ETA being that Basque society takes responsibility for obtaining the independence of Basque Country, full of hope we think the response we’re going to receive will also be important, that the decision we’ve taken and events which will transpire at this time will allow giving a definitive character to this ceasefire.

Future of the ETA:
This organization has the potential to consistently carry out deadly attacks against civilian targets, to an extent that would make them the envy of AL QAEDA. The reason they lack the notoriety of the former would come from their desire to not have the public perception of mass murderers, but rather a group in pursuit of a (to them) legitimate political cause. Hence their habit of warning via an anonymous phone call, as much as 45 minutes prior, of an attack, giving police the opportunity to clear the area before the bomb explodes (and blaming them for any casualties). Were it not for this restraint, at least in comparison to groups who maximize fatalaties, the death toll from their actions would be considerably higher. Unless they should at some point in the near future follow in the footsteps of groups such as Al Qaeda, they will remain relatively unknown to the Western public.
